Filter First/Last Digits

Hello,
I can not understand the filter results. Is there a mistake here or how should I understand the filter:



The following tickets would have to accept the filter:
14.04.2018 18.04.2018 25.04.2018 28.04.2018 02.05.2018 05.05.2018 09.05.2018




The following tickets would have to be rejected by the filter:
14.04.2018 18.04.2018 25.04.2018 28.04.2018 02.05.2018 and others

To my understanding, only these tickets are correct: 11.04.2018 23.05.2018 02.06.2018

- 'First/Last Digits'; filters for a range of different digits in a ticket.
- 'Repeating Digits'; filters for multiples of any first/last digits in a ticket.
- 'Digits Count'; filters for counts(Min/Max) of different digits in a ticket.

If the first/last digits filter only has the first digit '0' check marked but with a range of 2 to 3, then it will fail all tickets because there needs to be at least 2 digits check marked for that range. If the range is 1 to 1, then any tickets with a first digit of 0 are accepted. To filter the first digit 0 occurring 2 to 3 times in a ticket, then use 'Digits Count' filter with; First digits: 0 - Min:2 Max:3.
