What are thos 1-1-1-1- and 2-1-1-1 and 2-2-1 etc. numbers?

Also, if you click on "Edit" and then "New" then this kind of window pop-up:

Cluster patterns are based on the 'Ticket Panel' layout you create. Main menu-> Tools-> Ticket Panel,...then click on a ticket/draw in the Winning Numbers table or Package table(etc.). Use the 'Edit' button at the bottom of the ticket panel(or the filter) to create a layout. When you are in the ticket panel, any numbers with an 'X' mark displayed over them that are directly next to each other(including diagonal) form a cluster. Clusters plus other numbers in the layout form a cluster pattern.

Cluster patterns:(5 number lotto)
-----------------------------------------
1-1-1-1-1 = 0 cluster.
2-1-1-1 = 2 cluster - 3 numbers.
2-2-1 = 2 cluster - 2 cluster - 1 number.
3-1-1 = 3 cluster - 2 numbers.
3-2 = 3 cluster - 2 cluster.
4-1 = 4 cluster - 1 number.
5 = 5 cluster.

Example layout;...

01,02,03,04,05,06
07,08,09,10,11,12
13,14,15,16,17,18

...the numbers in red above form a cluster pattern of 4-1, because four numbers(01,02,07,09) are directly next to each other(including diagonal), and one number(17) is separated by other numbers. So ticket 01,02,07,09,17 would have a cluster pattern of 4-1 in that specific layout.

How do you determine what numbers to input in that panel? Which one to choose? Any statistics filter or how you find which one is the best to choose?
Second, you say:
Example layout;...

01,02,03,04,05,06
07,08,09,10,11,12
13,14,15,16,17,18

Why this is a cluster 4-1 and not 2-1-1 since 1 and 2 come together and 7 and 9 and 17 are separated?
Why not a cluster pattern 2-2-1 since 1 and and 7 and 9 come together and 17 is far away?
Could you explain all of these, please?
Thank you so much!

The layout you create in the panel editor can be any order of ticket numbers for the rows and columns. So it is up to user preference to determine which layout is best.

To reword what I said here,...A cluster is basically any numbers from a ticket that are directly adjacent to one another in a rows and columns grid layout. More examples below;

Ticket 01,02,07,09,17 in the grid layout below is a 4-1 cluster pattern, because 02,09,01,07 are grid adjacent and 17 is grid separated by other numbers.
_____________________
|08|02|11|16|12|17|
|04|14|09|10|13|06| [4-1 cluster pattern]
|15|01|07|05|18|03|

Ticket 01,02,07,09,17 in the grid layout below is a 2-1-1-1 cluster pattern, because 02,09 are grid adjacent and 01,07,17 are grid separated by other numbers.
_____________________
|11|02|08|16|12|17|
|04|14|09|10|03|06| [2-1-1-1 cluster pattern]
|01|18|13|05|15|07|

Another way to describe this filter might be, that you are creating specific number groupings to filter, by using number rows and columns grids.
Hope this helps.
