When you check mark the option "Ticket must fall into [x] to [x] groups.", it means that a ticket must have numbers come from a specific range of groups. For instance. "Ticket must fall into [5] to [5] groups." = a ticket must have numbers from five of the groups, or..."Ticket must fall into [2] to [3] groups." = a ticket must have numbers from two to three of the groups.
