Accept Reject Confusion

Accepting and rejecting really tests my patience at times.

I have a complex filter for the three Vertical Pairs Sums levels for a four ball game.
I enter the values for the last draw and set each level to Reject if 1 to 4 positions pass.
Then I set the Complex filter group to Accept the Rejections.
BUT
when I back-test for the last draw it passes when I expect it not to.

Are the levels in the Vertical Pairs Sum filter correct?
I'm wondering if Level 0 is actually Level 1 and every level is affected the same - numbered one less than it actually is.

Back-test shows how many tickets meet the filter condition. When actually applying the filter you can choose whether you want to accept or reject the matching tickets...

Does anyone have any rules for accepting and/or rejecting filters and groups?

I get so confused and am forever doubting myself.

ie.
I have a filter group with filters.

I have to think about whether I should.
Accept the filters and reject the group.
OR
Reject the filters and accept the group.

The rule I use is to never set a complex filter group to [Reject]. This way the results for any sub-filters will be easier to follow.
