Value Predictor Plug-in

Stan, Alcymart mentioned a plug-in that I was unable to find on the web-site. Also, there are sections in the forum that I can't post in or access i.e.
the screenshot with the setting for the Value Predictor that Alcymart mentioned. How do I gain this access? It seems that the most helpful information on the forum is inaccessible to me.
