Segment balance

I don't work with segments much although I know that they can be a very powerful tool if you can manage to get them right. My question to everybody is would it be better to set the segment default closer to the balance of the lotto that you are using it with? If you are working with a 5/39 the three segment balance would be 13, 13, 13 or seg1 end at 4, seg2 ends at 8. Any thoughts on this?

i would look at the average number of rows in the history differences tables (i.e. the average maximum difference) and divide that number by three
