I am looking for filter with highest back-test occurrence and highest filtered out of tickets.

For example, a filter able to filtered out 50% of tickets from package while back-test show +80% hits rate.

If there is such a filter it couldn't be a single filter it would have to be a complex filter and then there would be no guarantee that it would work on all lotteries. What lottery, 5/39, 5/40, 6/49? How many draws back are we talking?
