Total/Double Base Digits and Base/Non-Base Digits have limitations, look at the attached.

Working a 5/39 with Base/Non-Base filter.

In the filter there are four choices Base to Non-Base, Base to Base, Non-Base to Base, and Non-Base to Non-Base, two of the choices have only three possibilities.

Base to Non-Base and Non-Base to Base have counts of 0, 1, 2.
Base to Base and Non-Base to Non-Base have counts of 0, 1, 2, 3, 4

Taking into account that Base to Non-Base and Non-Base to Base have counts of 0, 1, 2, there are only nine possible combinations and two of them don't count. The combinations of Base to Non-Base 0 and Non-Base to Base 2 and Base to Non-Base 2 and Non-Base to Base 0 have no combination possibilities.

Looking at the attached table and by using Base to Non-Base and Non-Base to Base, we only need Base to Base or Non-Base to Non-Base in the filter not both.
