Saving Best Tickets

I know this is simple but for some reason I am having difficulty doing this:
Let's say that I have filtered down a package from 376,000+ tickets down
to 26,000 - I save the 26,000 to file - Next I use best tickets filter and filter down to best 13000 tickets - I save the 13000 tickets to file - here's were I have a problem- I empty the package then open my original saved 26,000 but I want to remove the 1300 tickets that I got from the best tickets (because I have saved them) and next I want to filer the remaining 13000 again with the best tickets filter down to 6000 and complete the process again. Afterwards i would merge all files with no duplicity. I am doing something wrong because I save the best tickets and when I try to re-open them there are no tickets.

well, i don't know what you're doing wrong. you should load the original file to the package (or use 'undo' button) and then open the filtered file and choose 'remove from package' in open file window.
